The second joint meeting of the “Double Hundred Action” leadership group in Huadu District, Guangzhou, was held at Jinan University. The gathering reviewed the work of the “Three Schools, One District” service teams stationed in Huadu and discussed advancing the school-land co-construction projects. Delegations from Huadu District, Jinan University, Guangzhou Civil Aviation Vocational and Technical College, and Guangdong Peizheng College participated, with attendees including Li Xiaodong, Deputy Secretary and District Chief; Sun Yu, Secretary of the Party Committee of Jinan University; Xu Wufill, Secretary of the Party Committee of Guangzhou Civil Aviation Vocational and Technical College; Guo Huiyun, Deputy Secretary; Wu Dianjie, Secretary of the Party Committee of Guangdong Peizheng College; and Li Yongbiao, captain of the Jinan University service team in Huadu.
Opening remarks and priorities
•Sun Yu emphasized that the pairing between Jinan University and Huadu District aims to align university strengths with local needs. He highlighted efforts to transform disciplinary advantages into service power, and talent intelligence into development momentum. He outlined fourteen joint construction projects across seven fields, underscoring industrial empowerment, public service improvements, and talent cultivation to support Huadu’s high-quality development. He pledged continued collaboration to deepen practical impact, with closer coordination and more targeted empowerment under the “Millions of High-quality Development Projects.”
•Li Xiaodong praised the ongoing collaboration since last year, noting the momentum generated by the "three schools and one district." He thanked the universities for their support and stressed that 2025 should yield initial results for the initiative. He urged sustained strategic vision, innovative achievements, and skilled personnel to bolster Huadu's economy and society, while promising ongoing optimization of the joint linkage mechanism.
Agency updates
•Xu Wufill of Guangzhou Civil Aviation Vocational and Technical College highlighted efforts to leverage aviation-related expertise, supporting Huadu’s aviation and low-altitude economy development. He affirmed the college’s commitment to achieving the program’s three-year milestones through government–school–enterprise collaboration.
•Wu Dianping of Guangdong Peizheng College reiterated the school’s local roots and its duty to support Huadu’s economic development. He outlined ongoing and future actions to advance grassroots talent cultivation and practical innovation within the Double Hundred framework.
Project reports
•Li Yongbiao, captain of the Jinan University service team stationed in Huadu, presented a progress report on activities across the three universities’ joint efforts. The report covered technology-for-industry support, improvements in basic public services, urban and rural planning and construction, grassroots talent development, collective economic activities, and governance reforms. The team highlighted decision-making support and broad advancement of co-construction projects.

Pre-meeting site visits
•Before the meeting, Vice President Zhang Xiaoxin and attendees visited Jinan University History Museum and the World Overseas Chinese Literature Museum, underscoring the institution’s heritage and scholarly orientation.

•The meeting reinforces Jinan University's role as a key partner in Huadu District’s urban-rural development strategy, leveraging academic expertise to strengthen public services, industry innovation, and local governance.
