On April 10, 2025, a press conference in Guangzhou unveiled the Guangdong Province Primary and Secondary School Students' Artificial Intelligence Literacy Framework (Trial), designed to enhance AI education at the foundational levels of learning. Liu Zitao, Dean of the Institute of Smart Education at Jinan University, addressed the rationale behind this important initiative and its implications for students.

The introduction of the artificial intelligence literacy framework aims to nurture a generation of students who are not only knowledgeable about technology but also equipped with the critical thinking and ethical considerations essential in the AI era. Liu emphasized that the framework is underpinned by three main considerations:
1. Talent Development for National Strategic Goals:
The New Generation Artificial Intelligence Development Plan outlines the necessity for a systematic national strategy to promote AI development. Liu pointed out that primary and secondary education serves as a vital stage for talent cultivation. AI education at this level holds transformative potential, not only for individual futures but also as a cornerstone for societal advancement and technological innovation.
2. Standardization of AI Education:
Liu stated that a clearly defined literacy framework will guide the educational approach to artificial intelligence, preventing potential pitfalls where AI education might devolve into merely teaching programming or tool operation. He noted the importance of fostering core thinking skills, ethical standards, and a well-rounded personality for students. Without a solid framework, these essential elements could be overlooked, leading to an incomplete educational experience.
3. Pioneering Approach in Guangdong Province:
The framework reflects Guangdong’s proactive stance in pioneering AI education, as evidenced by the Ministry of Education's encouragement for localities to lead in this educational initiative. By 2030, AI education is expected to be widely implemented in primary and secondary schools. Liu highlighted Guangdong's strengths in policy support, infrastructure, and the integration of educational resources, citing these as significant advantages for effective AI education deployment.
Liu further elucidated that the primary aim of AI education for students is to enhance their overall literacy in artificial intelligence rather than solely training future AI professionals. The framework encompasses four key dimensions: human intelligence concepts, knowledge and skills, intelligent thinking, and ethical responsibility. This comprehensive approach ensures that students develop a well-rounded understanding of technology, from foundational knowledge to ethical considerations.
For instance, the curriculum encourages students to critically assess the relationship between humans and machines, fostering a balanced perspective that avoids both technological dependence and outright skepticism. Moreover, the emphasis on ethical standards and data security aims to cultivate responsible digital citizens.
In terms of educational implementation, Liu emphasized that the framework will equip teachers to help students develop rational cognition, practical application skills, and ethical awareness regarding technology. This groundwork is crucial for students as they navigate learning, social participation, and their future roles as technology users and reflective thinkers.
While the framework primarily focuses on general literacy, it also addresses essential concepts and key technologies, which can serve as early guidance for students with interests in professional development. Liu noted that students have the opportunity to explore beyond general courses through elective subjects and extracurricular activities, catering to their individual growth and aspirations.
In summary, the Student Literacy Framework aims to create a robust foundation for artificial intelligence education that promotes a balanced understanding of technology, ensuring that students are well-prepared for future challenges in an increasingly digital world.
