JNU has issued an outline of a cultural construction plan for 2021 to 2025. Adhering to a goal-oriented and problem-oriented approach, the outline has proposed construction targets and measures and organizational safeguards, setting a clear timetable and road map for JNU's culture construction.

With the Publicity Department of the JNU Party Committee coordinating work, the outline, formulated in accordance with the Constitution of Jinan University and its 14th Five-Year Plan, summarizes the current situation of cultural construction and analyzes shortages and challenges faced. JNU strives to build a culture system that matches its double-first-class and high-level university status and international reputation. It also endeavors to meet the teachers’ and students’ spiritual and cultural needs, creating a culture system with remarkable educational effect, distinctive characteristics and leading advantages by the 120th Anniversary of JNU’s founding in 2026.

The outline puts forward six measures to guide JNU toward better fulfilling its mission of passing on and promoting Chinese culture: 

1. Carry forward classic Chinese culture and traditions, and forge broader consensuses on the culture.

2. Enhance cultural education to build a solid cultural foundation.

3. Press ahead with cultural research to turn JNU into a leading player in the academic community.

4. Encourage practice and launch high-quality programs. 

5. Create an enabling cultural environment, and upgrade the infrastructure.

6. Tell JNU's stories to the world, and broaden channels of cultural transmission.

These mutually reinforcing measures are integrated into JNU's cultural development. In this way, they can fully leverage the culture's role in imparting knowledge and fostering virtue.

Listing 24 tasks through six construction measures, the outline clarifies the rallying and entry points of JNU’s cultural construction. Some highlights:

1. Emphasize what President Xi Jinping stressed through exact implementation.

2. Show JNU's core philosophy of serving teachers and students.

3. Display the unique merits of JNU spirit.

4. Embody innovative development of traditional culture.

5. Underline full participation of the whole university. 

6. Focus on the fundamental role of cultural facilities.

7. Evince the manageability of cultural measures.

JNU Party Secretary Lin Rupeng pointed out that JNU should achieve deep, overall development by taking cultural construction as an opportunity to advance moral education and talent cultivation.

President Song Xianzhong proposed that JNU firmly implement the outline and add more cultural venues and landscapes on its five campuses to increase teachers' and students' sense of cultural gain.
