Prof. Zheng Shiming of JNU's School of Public Administration and Emergency Management and his collaborators have published an academic paper, Crisis Life Cycle, Policy Response and Policy Effectiveness online in Public Management Review, a top international journal in public administration. The peer-reviewed journal is ranked first among public policy and management journals by Google Scholar in 2021 and ranked third in SSCI's public management journals in 2020. Zheng is chief expert of major projects of the National Social Science Foundation of China.

With the time dimension long neglected in the practice and research of public administration, this paper attempts to establish an analytical framework to guide the quantification and operation of the crisis life cycle. It also explores how the opportunity, sequence and pace of government policies will affect the potency of those policies. The research team has identified the direct policy of containing COVID-19 as the key to controlling the pandemic through the quantitative analysis of COVID data in 152 countries from Jan. 1 to July 31, 2020. This paper also recognizes different time strategies that are conducive to boosting policy-makers' strategic competence.
