An essay titled Establishing a diversified pension service system to promote the development of pension industry in Guangdong won second prize in Theoretical Research on National Civil Affairs Policy in 2019 by the Ministry of Civil Affairs and was adopted by the Central Committee of Taiwan Democratic Self-Government League (TDSL) as a part of its key research project on the pension industry. The author is Prof. Lu Xin of JNU's School of Management, a delegate to the National People's Congress and leader of JNU TDSL Group.

As an expert in Guangdong's think tank on civil affairs, Lu has focused on the development of the elder-care industry. In March 2019, authorized by the Guangdong Department of Civil Affairs, she undertook theoretical research on civil policies in Guangdong, on the topic of establishing a diversified pension industry system to promote the pension industry in the province. Lu led several research teams of relevant experts and postgraduates to cities including Guangzhou, Shaoguan and Jinan, where they did field surveys and held seminars from April to September. At the same time, nearly 3,000 questionnaires on elder-care issues were distributed across the country. Through the analysis of the research results, Lu made suggestions on the construction of Guangdong's elder-care system in a 9,000-word report.
