GAO Xiao-pin, a researcher, is the executive director and secretary of Chinese Public Administration Society, the deputy director of Editorial board of Chinese Public Administration magazine, the chief editor of Chinese Emergency Management magazine, the member of the panel of Emergency management of the State Council, the consultant of the panel of Guangdong provincial government emergency management, the evaluation expert of National Social Science Fund， the vice-chairman of Chinese Political Science Association, the vice-chairman of Chinese Organization Management Institution, one of the commentators of the 17th group study of the Political Bureau of CPC, the director of academic committee of Jinan University Emergency Management Center.
