The first lecture of the JNU Lecture in the new semester was held on Spetember 17th. Mr. Zhao Quansheng, professor of international relations, from American University, United States, the director of Asia Research Council acted as the main speaker, shared with the audience his latest accomplishment on Japan's internal foreign policy debate and the change of Japan-China-U.S. Relation.
Zhao Quansheng began with number “70” on the peaked cap given to the audience of the September 3rd Massive Military Parade held in Beijing this year . In addition to the number "70" there are five doves and the Great Wall printed on the cap. In his opinion, this parade was not only demonstrating China's determination to defend world peace, but also showing China's desire to defend it by strengthening its own power.
The evolution of Japan's foreign policies in the past century and a half can be divided into three stages: the Meiji Restoration, the US occupation, the post-cold war period. Professor Zhao Quansheng had in-depth analysis of the change and development of the Japan's foreign policy debates, from “departing from Asia for Europe and Asia integration", "peace and rearmament", "economic priority and political power", "leader, follower and partnerships", "traditional political diplomacy and modern transparent political diplomacy" five angles , analyzed and judged the triangular relationship between China, America and Japan and Japanese Diplomacy from Japan's point.
In light of current political situation, two political routes have been observed in Japan after the Second World war: one emphasizes the relationship between the United States and Japan as the core, represented by Shinzo Abe, ensuring peace and stability following the US lead; another emphasizes multilateral diplomatic policy, represented by Yukio Hatoyama, calling for strengthening the relationship with Asian neighbors. In Zhao Quansheng's view, not only do United States lead the society of Japan, but have a strict control in various areas of the depth of penetration and beyond our imagination.
Zhao Quanshen also enumerated the positive and negative factors in China-Japan relation and shared his unique interpretation into the hot spots in recent days, such as Japan and the Asian Infrastructure Investment Bank, Chinese to travel in Japan and trade conflicts and frictions between China and Japan.
In recent years, the restless Rightist force in Japan are about to make troubles and the recent surge was the pass of the new security bill under the push by Abe government. But Zhao Quansheng believes that principle and belief behind all these events are different from militarism in the Second World War. He believed that in the future, the focus of Japanese policy is still the Japan-US alliance but also it will try to repair its relation with China. Zhao Quansheng points out that when Deng Xiaoping, Nixon, Kissinger and Kakuei Tanaka and other older generation of politicians to use the outstanding political wisdom, breaking through many difficulties, successfully opened the door of China-US, China-Japan relations. He believes that the wisdom of the eastern people will help to solve the China-Japan problems and the task of building a better China-Japan relation will fall on the younger generation.
Professor Chen Yiping, vice-president of the overseas Chinese institute of School of International Relations, hosts the lecture and makes some comments. He speaks highly of Zhao Quansheng's speech, and summarizes the evolution of Japanese development path and the Sino-Japanese relations in the last 150 years, with three key words, strength, peace and wisdom. After the lecture, as a visiting professor of Jinan University, Zhao Quansheng sends the message "be tolerant to diversity" to the students in JNU. He wishes the Jinan University students harbor the world, be the youth whom have courage to bear.
