His speech covered several topics such as the subject of public service management, social problems and private services in public service management, difference between social service and public service, modern studies on public service management from perspectives of systematology, systematic engineering, information processing and strategies and methodology etc. He also analyzed the several aspects of emergency management: suddenness of an event, timeliness, .complexity, social effect, stableness and rapid decision making and the equal access to public services by providing abundance of examples.
